When covering a cyclone in Bangladesh in 1991 (100,000 dead), an exasperated businessman asked why do storms destroy buildings in Bangladesh and not in Florida? Why do tens of thousands die here and not there? It turned out that aid money to build a network of cyclone shelters got syphoned off as did funds for early warning systems and roads.
