A couple of plucking from my From Our Own Correspondent after visits to Princeton & Yale. The question to the best and the brightest was — how do you fill the vacuum after a dictatorship falls. Two of several tips:-
1) Maintain the structures of the state. If the state itself collapses, people turn on each other and form gangs, often based on ethnicity, tribe or religion.
2) Deliver big results fast in at least one public service that matters to ordinary citizens. An improvement in their lives in a very short period will change the way people think about government.
